Third-party negotiations aimed at reaching a comprehensive deal on a US peace plan to stop the conflict in Gaza have begun in the Egyptian city of the Egyptian resort town.
Middle Eastern and regional officials have indicated that the meetings are focused on "preparing the environment" for a potential swap that would see the freeing of all detained individuals in exchange for a number of detained Palestinians.
Officials declared it accepts the negotiation framework partially, but has not responded to several key demands - particularly its weapons surrender and governance position in Gaza.
Israel's prime minister said on recently that he anticipated declaring the freeing of captives "in the coming days"
Conflict Timeline
The discussions, which will see Middle Eastern officials holding shuttle meetings with representatives from both the conflicting parties separately, occur on the eve of the second anniversary of the armed assault on border communities on October 7th, in which about 1,200 people were killed and 251 individuals were captured.
The armed forces launched a campaign in Gaza in response. Since then, over 67,000 have been lost their lives by defense force actions in Gaza, according to the territory's medical administration.
Peace Plan Details
The comprehensive proposal, which has been approved by US President Donald Trump and the Netanyahu government, suggests an prompt cessation to hostilities and the release of 48 hostages, only 20 individuals are considered alive, in return for multiple hundreds of Palestinian prisoners.
The proposal specifies that once both sides accept the proposal "complete assistance will be promptly delivered into the Palestinian territory"
It also states that the militant group would have no involvement in governing Gaza, and it leaves the door open an future Palestinian sovereignty.
Current Situation
In the latest development, the group answered to the plan in a announcement, in which the group agreed "to liberate all Israeli prisoners, both surviving and deceased, in accordance with the transfer mechanism contained in the US initiative" - if the proper conditions for the exchanges are satisfied.
It did not specifically mention or approve the detailed initiative but said it "renews its agreement to relinquish the management of the Gaza Strip to a Palestinian body of technocrats, established through regional unity and Arab and Islamic support"
The declaration made no mention of one of the key demands of the plan – that the militant group consent to its military demobilization and to ceasing political participation in the governance of Gaza.
International Response
Local residents characterized the group's reaction to the negotiation initiative as unanticipated, after an extended period of signals that the organization was preparing to reject or at least significantly qualify its endorsement of Trump's peace plan proposal.
Instead, Hamas excluded its customary boundaries in the public announcement, a move many consider a sign of external pressure.
European and Middle Eastern officials have supported the initiative. The local administration, which administers areas of the Israeli-occupied West Bank, has called the US president's efforts as "authentic and resolute"
Iran - which has been one of the organization's key backers for an extended period - has also recently indicated its endorsement of Trump's Gaza peace plan.
Current Situation
Israeli bombardment persisted in several parts of the Palestinian territory on Monday ahead of the discussions commencing.
Defense personnel is implementing an military operation in the city, which it has declared is intended to obtaining the freeing of the outstanding captives.
Mahmoud Basal, representing Gaza's local emergency services, reported that "humanitarian convoys have been permitted entry to the urban center since the offensive began four weeks ago"
"Remains persist we are unable to recover from locations under military occupation" he commented.
Countless residents of the metropolitan area have been forced to flee after the defense forces mandated relocations to a specified safe zone in the southern region, but hundreds of thousands more are thought to have stayed.
The defense representative has warned that those who remain during the military operation would be "militants and their backers"
In the recent period, 21 Palestinians have been killed in Gaza and a additional 96 harmed, the Hamas-run health ministry said in its current assessment.
International journalists have been banned by Israeli authorities from accessing the conflict zone independently since the commencement of the hostilities, making confirming reports from all parties difficult.
